Morocco could reach 2.97 GW of installed solar capacity by 2028, according to a new report from SolarPower Europe.

The forecast of the medium case appears in the “Always Morocco: Solar Investments Opportunities“Report, supported by the Global Solar Council (GSC) and Moroccan Renewables Association Cluster Enr. A fast-growing scenario projects that could increase capacity to 4.35 GW by 2028.

Solarpower Europe attributed the “moderate development” of the market to the focus of Morocco on concentrated solar energy, delays in project development and challenges in the field of raster integration.

The strong solar potential of Morocco is partly due to the high exposure to solar energy and available country, according to the report. It noticed the continuing reforms of the country sector, which opened a large part of the market for private investments.

GSC CEO Sonia Dunlop predicted that Morocco will add 2.2 GW solar capacity by 2028.

“With a robust regulatory framework, long-term ambition and rising electricity demand catalyzed by the green hydrogen strategy of the country, the costs will continue to fall for solar energy, open new investment options,” Dunlop added.

The report outlines recommendations to expand the acceptance of solar energy and urges Morocco to continue the liberalization of the electricity market to attract private investments. It also calls for increased financing for grid infrastructure and incentives to scale up Battery Energy Storage Systems (BESS).

Additional recommendations include streamlining, permit, improving tax and financial incentives, making it possible to export solar electricity to neighboring countries and set up specialized training programs in photovoltaic.

Fatima Zahra El Khalifa, director -general of Cluster ENR, said that the report underlines the strong solar potential of Morocco and his role as an important player in the renewable energy sector.

“This study emphasizes the important role of the country in becoming a regional energy hub,” El Khalifa added. “With strategic investments in solar infrastructure, Morocco is ready to realize its full potential, to speed up its energy transition and to promote long-term growth.”

The Moroccan government has focused on generating 52% of the installed electricity capacity from renewable energy sources by 2030. The Moroccan solar plan, published in 2009, wants to reach 3 GW of solar energy by 2025 and 4 GW.
