Nevada Gouverneur draws solar policy for solar policy that add consumer protection, HOA Access

The Nevada Solar Association Today the successful passage and signing of senate accounts 379 and 440, two historical measures that will determine clearer standards, will expand the rights of homeowners and strengthen the protection of consumers for the state on the roof in the entire state.

“These accounts represent many years of work to set the bar for transparency, accountability and fairness in the solar market of Nevada,” said Steve Hamiley, chairman of the Nevada Solar Association. “We thank the legislative power and the governor for recognizing the importance of protecting homeowners while the access to clean energy is being expanded.”

SB379, sponsored by Senator Fabian Doñate, adds new protection for consumers who finance solar systems, including:

  • Mandatory supervision by financiers to guarantee good licenses from Zonne -Installateur
  • Stronger disclosures for loans, lease contracts and electricity purchase agreements
  • Extensive cancellation windows, especially for seniors
  • Restrictions on misleading marketing and premature payment collection

SB440, led by the Senate Committee for Trade and Labor, ensures fair access for homeowners in Hoas and improves the net measurement and installation age lines. The bill:

  • Requires Hoas to process solar requests on the roof within 15 to 35 days
  • Clarifies contract rights and limited unnecessary restrictions
  • Strengthen timelines of the public utility response for net measurement
