Spain launches a call for access to 3.68 GW of grid capacity – PV Magazine International

The Spanish government kicked off its first schedule access to 3,681 MW at eight transmission nodes in six regions, aimed at areas with large-scale industrial demand.

The Ministry of Spain for ecological transition and the demographic challenge (Miteco) has launched its first tender to allocate schedule capacity to eight electricity transmission nodes in Andalusia, Aragon, Castilla-La Mancha, Catalonia, Galicia and the Basque Country.

The total access capacity is 3,681 MW and corresponds to junctions in which important industrial developments have submitted requests.

These grid points are surpassed with applications of major consumers. Until now, each request has been evaluated separately. Due to overloads at some nodes, a competitive process has been introduced. When raster operator Red Eléctrica de España (REE) receives a request for question access for a specific node, it will publish it on its website.

If additional requests are submitted within a month and the available capacity is insufficient, the node is allocated to a tender among all interested parties who have shown interest during that period.

Applicants have a month to submit the required documentation. After assessment, including a report from Ree, Miteco will solve each tender within six months of the call. Developers must submit financial guarantees based on three criteria, for each criterion for € 25/kW. These guarantees are returned as soon as compliance has been verified.

This is the first time that question access is allocated through a regulated tender with the help of three evaluation criteria. The process marks a shift, which prefers projects that reduce CO₂ emissions, such as exciting industrial processes. After this first criterion, projects will be scored on the basis of the investment size and expected timelines. The criteria include:

  • Emission reduction (impact with low carbon)

  • Planned investment volume

  • Timeline for starting consumption

The eligible nodes and available capacity are:

  • Arrigorriaga (Bizkaia) 400 kV – 993 MW

  • Brazatortas (Ciudad Real) 400 kV – 1.217 MW

  • Cristóbal Colón (Huelva) 220 kV – 503 MW

  • Francolí (Tarragona) 220 kV – 216 MW

  • Mercedes Benz (Vitoria) 220 kV – 387 MW

  • New Vigo 220 kV – 182 MW

  • Palos (Huelva) 220 kV – 277 MW

  • Terrer (Zaragoza) 400 kV – 410 MW
