France will reduce the value with added value (VAT) to 5.5% on residential PV systems up to 9 kW from October 2025.

The French government has outlined the conditions for applying a VAT rate of 5.5% at residential solar installations under 9 kW, from 1 October.

The industry is still waiting for the publication of the official decree, but the draft conditions will be assessed on 4 September by the Higher Energy Council.

To be eligible for the reduced VAT rate, solar panels must meet the criteria associated with production instead of use. The cumulative requirements are: a carbon footprint under 530 kgcoº/kW, silver content under 14 mg/w, lead content below 0.1%and the cadmium content below 0.01%.

The thresholds are designed to push the market to panels with a lower critical metal content and reduced environmental impact.

The draft decree also requires verification by accredited certification authorities. Certification must relate to industrial traceability – identification of production locations for modules, cells and waffles, details of the most recent audit within 12 months and results for each of the four criteria. Certifications are valid for one year.
