France introduces cybersecurity and sustainability requirements in solar energy tenders

The French authorities have announced that in the 2026 tender they will allocate 288 MW of PV for projects ranging from 100 kW to 500 kW in size, and 925 MW for PV systems above 500 kW. The tenders will include cybersecurity requirements as well as facilities to support European manufacturing.

The French government this week published the calendar for wind and solar energy auctions in 2026.

The tender for commercial and industrial photovoltaic systems from 100 kW to 500 kW is scheduled for July 2026, with a total capacity of 288 MWp. For the first time, this tender also includes ground installations and is no longer limited to PV systems on roofs.

In the same month, French authorities will also launch the tender for ground-mounted PV projects above 500 kW, targeting a total capacity of 925 MW. In addition, procedures for a tender to support PV systems for all technologies are being developed, with a planned publication in autumn 2026.

To strengthen industrial and energy sovereignty, the government has revised PV tenders to encourage competitive solar projects with a more diversified supply chain, supporting the growth of both French and European industries. A resilience criterion will be introduced in the next tender round.

According to this criterion, some of the essential components of PV panels should come from diversified sources to reduce dependence on a single third country, such as China. In the medium term, this requirement will be supplemented by stricter sustainability and cybersecurity standards. These measures are in line with the European Net Zero Industries Act (NZIA), which aims to move the production of low-carbon technology to Europe.
