California introduces Bill to speed up the adoption of heat pump – PV Magazine International

A bill in the Senate of California wants to streamline the permit process of California for heat pumps And create a certification program for contractors who install heat pumps and heat pump heating, ventilation and air conditioning (HVAC) systems.

Introduced by Sen. Wiener (D), SB 282whether the “heat pump access law” would create: a simplified process that prohibits jurisdictions or homeowners’ associations from installing additional requirements for heat pump installations outside the state code; a faster process that makes an immediate or accelerated license issue for heat pumps; A maximum of one permit for heat pump installations; a self-certification path for code-address for contractors to install heat pumps; and standardized permit costs with caps to improve affordability.

“Unfortunately,” Senator Wiener said in a press release, “the permit process for heat pumps is deeply broken, so that homeowners are waiting long, high costs and unnecessary hoops only to install a heat pump.”

The complex permit system from California makes the installation of heat pump slow and unnecessarily expensive, said Senator Weiner. California has 600 jurisdictions with authority about heat pump permit, which “creates a patchwork of local permit requirements,” said Senator Weiner.

Senator Wiener said that streaming the heat pumps permit will help ensure that California achieves its goal to install 6 million heat pumps by 2030 and by 2045 carbon neutrality. With just under 2 million heat pumps that have been installed in the entire state, California has five years to implement more than 4 million extra heat pumps to achieve this goal.

In addition, the Heat Pump Access Act should require the Commission to set up the certification of heat pump installation and training programs for licensed contractors by 2027.

According to Senator Wiener, fossil rough space and water heaters have caused more than 354 fatalities in California.

Previously Senator Weiner was one of the two senators who Solar -Law of Laws (S-288) in 2019.

The Heat Pump Access Act is set for hearing on April 23.
