Commerce reveals Prelim anti -dumping rates for Chinese battery ano material

Today, the trade department has unveiled its provisional antidumping (AD) rates in the business with battery ano material from China. Almost every significant battery exporter to the United States, including Canadian Zonne -Zon, LG Energy Solution, Panasonic, SAFT, Samsung and Tesla, received an AD speed of 93.5%. The AD rates are far below 800%+ rates requested by the submitter American Active Anode Material Producers (AAAMP). Commerce has also relatively modest countervailing obligation (CVD) percentages of 11.58% released for most respondents, including the dominant battery producer Panasonic. When the AD and CVD rates are combined, the provisional task reaches a range between 105.08% and 114.4%. Industrial analyst Roth Capital Partners estimates that this combined rate could add 11-12% to the costs of a lithium-ion cell and 5-6% for the costs of a DC block amounts that are manageable and are unlikely that industry demand has an impact on industry, the company explained.

The AAAMP asked for the AD/CVD investigation and asked the government to look at active anodia material (AAM) used in lithium ion energy storage and EV batteries. AAAMP claimed that China’s dominance on AAM production has prevented the domestic market from drawing up competing activities. In January, the US International Trade Commission (ITC) brought a provisional confirmatory provision that the imported active anodia material from China caused the American industry damage.

The ITC indicated that the American AAM industry was “equipment disabled” by dumped and subsidized import from China. While earlier AD/CVD cases in the space of the solar panel can be a clear “before” and “after” level of damage as soon as the Chinese product has entered the United States, the AAM industry has no significant product exporting sampling to be compared.

But trade has discovered that the injury was not that important, based on the low provisional AD/CVD percentages that have been revealed.

What are battery active anodia materials?

A battery needs both a cathode and an anode to facilitate the power of electrical charge. While charging batteries, electrons go from the positive cathode to the negative anode and that electrical difference translates into stored energy. The mentioned “chemistry” of a battery is his active cathodematerials – lithium iron phosphate (LFP) or Lithium Nikkelmanganese cobalt (NMC) for example. Active anodia materials are typically on carbon-based-such as graphite powder or silicon oxide. The materials are mined, ground into a fine powder and then coated on the anode (usually copper foil).

AAAMP claims that it represents the only domestic manufacturers of active anodia materials. Membership consists of Anovion Technologies (Georgia), Syrah Technologies (Louisiana), Novonix Anodematerialen (Tennessee), Epsilon Advanced Materials 5060 (North Carolina) and Ski Us/Birla Carbon (Georgia/South Carolina). Most of these companies are still considered startups. In his petition, AAAMP claims that the Interior AAM industry has difficulty getting off the ground because of China’s oversupply.

Subsequent steps

Customs and border protection have been collecting CVD on imported AAM since May and will now start collecting the advertisement tasks, in addition to the existing rates of 40.9% that have already been imposed on the import of lithium batteries from China.

Commerce clarified that EVs and completed battery energy storage system containers for both utility scale and residential applications are excluded from the scope of the research. But rough aam, battery cells and battery modules are within the scope and subject to rates. Manufacturers of domestic battery will feel the tariff burden, while Bess importers will not do that.

Commerce must release its final provision in September/October and the ITC is expected to publish its final provision around 13 November.
