The Superintendency of Electricity (SIE) has approved Resolution SIE-092-2025-LCE, which sets the technical and regulatory basis for a tender for a maximum of 600 MW new capacity for solar energy and wind generation. The generated electricity is purchased by distribution companies under dollar-and-connected, long-term agreements for power purchases, supported by end user payments.

The resolution stipulates that the sites for renewable energy sources must contain battery energy systems (BESS) with a storage capacity of at least four hours. The Bess must offer frequency regulation, slope control, synthetic slowness and black starting capacity to strengthen the Seni.
