As part of the All-ABOVE Energy Strategy of New York, Gov. Kathy Hochul a plan to speed up the use and construction of clean energy in the state of New York to stabilize energy prices. Hochul acknowledges the short -term need to meet the increasing demand for electricity and is launching a new application for renewable energy projects and the assignment from government agencies to work together to promote relaxing renewable energy projects.

“While the federal government takes us back on energy policy, New York will not be thwarted in its dedication to clean energy. Through our government agencies to move projects over the finish, we seize every opportunity to use federal stimuli, to reduce the costs for ratepayers and make it a more resilient and reliable them from this asserting and reliable, acting of them from this reliable and reliability. Unlock billions in private investments, creating thousands of well-paid jobs and building a sustainable energy economy that improves New Yorkers for decades. “
The current pipeline of New York of large-scale renewable energy consists of 102 solar, land-based wind, hydroelectric and offshore wind projects, both operational and in development, which deliver more than 9.7 GW of clean electricity to the grid when completed energy to feed more than 3 million New York houses. Project developments of this application are expected to stimulate more than $ 5 billion in clean energy investments and create more than 2500 family-providing jobs in the energy economy in New York.
“New York is all about progress and we are not stopping,” says Doreen Harris, CEO and president of the New York State Energy and Development Authority (Nyserda). “We are going to continue our energy economy and our already robust land-based renewable portfolio will grow. This application will serve as a different building block to guarantee a continuous pipeline of viable large-scale projects as part of the versatile Clean Energy Future in New York.”
Nyserda launched the 2025 land-based renewable energy application to obtain eligible large-scale wind, solar and other renewable energy projects to support the progress of the implementation of clean energy and at the same time supplies reliable energy to New Yorkers.
The application was designed to promote large -scale renewable energy projects at the late stage that are ready to start construction in New York. It contains best practices and lessons drawn from earlier tenders, including important provisions on component cost indexation, work provisions, involvement of stakeholders, disadvantaged community obligations and agricultural land retention for a fair energy transition. To accelerate contracts, Nyserda has also streamlined the bid requirements, with full details in the request documents.
The process for submitting proposals in the application for land -based renewable energy sources will be carried out in two steps:
- Subsidiability requests are due on October 21, 2025.
- The final proposals of eligible participants will owe on December 4, 2025 at 3 p.m.
More information is available on the Request large -scale renewable energy sources page. Conditional grant reports are expected to be issued to proposals in February 2026, followed by an announcement of selected projects as soon as the awarded contracts have been carried out.
