During a vote on March 12, the US International Trade Commission (ITC) voted against the introduction of tariffs on imports of graphite anodes from China. The decision effectively ends anti-dumping and countervailing duties (AD/CVD) that would have increased combined duties for most Chinese exporters by up to 169.5%.

The vote was 2-1, with the official press release stating that “Chairman Amy A. Karpel and Commissioner David S. Johanson voted negative. Commissioner Jason E. Kearns voted affirmative.”

The ruling provides a positive economic outlook for the U.S. battery energy storage systems (BESS) sector, which has been bracing for a potential period of price volatility. According to one analysis of AAMs in the US previously published by ESS newsthe initial petition calling for tariffs of up to 920% represented an “insane level” that would have destabilized the industry and many others.
