Philippines announces seventh auction for sustainable energy – SPE

The country’s seventh green energy auction will acquire rooftop, ground-mounted and floating solar projects in the Philippines, with a larger allocation in Mindanao. The Ministry of Energy plans to announce the reference terms for the auction in the second quarter of this year.

The Philippines’ Department of Energy has confirmed that the seventh round of its Green Energy Auction (GEA) will kick off this year.

An update from the department says it is targeting the publication of the terms of reference, which will provide potential developers with guidelines for participation, in the second quarter of this year.

GEA-7 will cover rooftop solar, ground-mounted solar and floating solar technologies, with the floating solar allocation expected to include unsubscribed capacities from the fourth green energy auction, which concluded in November.

DOE says GEA-7 will offer capacity nationwide but will have a “strategic and significantly increased allocation” in Mindanao in the southern Philippines, which is expected to be about five times the capacity offered in previous auction rounds.

“This marks a deliberate effort by the DOE to stimulate investment in the region, address growing energy demand, and promote a more balanced and resilient energy system across the country,” a ministry statement said.

DOE also revealed that GEA-7 requires all ground-mounted solar projects to be integrated with battery energy storage systems to promote grid stability and reliability.

The rooftop and ground solar projects supported by the auction round are expected to have a target start date of 2027, while floating solar projects will be offered between 2027 and 2029.

DOE encourages developers interested in the auction round to register their projects as soon as possible, advising that “early registration is critical to ensure projects qualify and qualify for the upcoming auction.”

The Philippines first unveiled plans for GEA-7, among three other upcoming green auctions, in Februaryin addition to a target to auction a further 25 GW of renewable energy capacity by 2035 under the GEA programme.

The Philippines had a cumulative solar capacity of 3,892 MW at the end of 2025, compared to 2,993 MW at the end of 2024, according to figures published by the International Renewable Energy Agency (IRENA). The country has set a target of reaching a 35% share of renewables in its energy generation mix by 2030, rising to 50% by 2040 and more than half by 2050.
