French grid operator Enedis has started implementing a national reform of electricity hours during peak and off-peak hours from 1 November 2025, to better align consumption with sustainable generation, in particular from solar energy. The change follows the usage tariff for the public electricity network (TURPE 7), set by the Energy Regulatory Commission (CRE).
The reform aims to adapt electricity demand to the country’s evolving energy mix and changing consumer behavior, including the rise of programmable devices and remote working. Enedis expects that the measure will shift around 5 GW of demand to afternoon periods during the sunniest months, flattening daily load curves and reducing dependence on fossil-fired evening generation.
Currently, approximately 14.5 million customers subscribe to the peak/off-peak rate. Of these, 3.5 million time slots have already been added that are compatible with the new framework. For the remaining 11 million, the off-peak hours will be adjusted gradually between November 2025 and October 2027.
Consumers will continue to benefit from eight off-peak hours per day, including at least five consecutive hours at night. In the summer, Enedis will reallocate a maximum of three of those hours to daytime windows, generally between 11 a.m. and 5 p.m., while the discounts will be scaled back during periods of high demand between 7 a.m. and 11 a.m. and between 5 p.m. and 11 p.m.
The update will take place automatically for all private and business customers with a peak/off-peak contract. Commercial and industrial users will be included towards the end of the rollout in 2027.
