The New York Power Authority (NYPA) Board of Trustees has approved its first strategic plan for expanding renewable energy sources in the state of New York to promote the climate agenda of Governor Kathy Hochul. The strategic plan of NYPA renewalities contains details about 37 projects in every region of the state that represent a combined potential capacity of more than 3 GW, sufficient electricity to become between 2.5 and 3 million households.
“The approval of the strategic plan of NYPA Renewables builds on NYPA’s proven track record of offering affordable, clean power to support residents of New York and promote the energy goals of our great state,” said Nypa chairman John R. Cool. “This plan includes the first tranche or Renewables projects, in total more than 3 GW, identified by NYPA to help the New York energy agenda ahead. The plan describes strict selection and feasibility criteria and will be updated as new projects are identified, offering consistent transparency in the progress of NYPA. “
After the release of October 2024 of his draft plan, NYPA had a dozen public hearings throughout the state and he heard of thousands of stakeholders throughout the state. The comments reflected a wide range of perspectives, including organizations for community and environmental justice, state and local government entities, universities, organizations for environmental and energy policy, municipal utilities, consumers, labor organizations and renewable energy and developers of energy storage.
The Power Authority considered and recorded feedback received through the commitment process of the stakeholder, including concerns with regard to affordability, costs, reliability, placement and sentiment to build more gigawatts of new renewable energy sources included in the strategic plan. For example, responding to comments in which more information is evoked, the final plan outlines the methodology and selection criteria that are used to check proposed projects to get to our project list and contains more details about the projects and their locations.
NYPA continues to pursue renewable projects that are not included in the initial tranche of projects set out in the strategic plan for renewable energy sources. In the first half of 2025, NYPA expects to publish an update of the NYPA -Renomable strategic Nypa -duration plan. So far, NYPA has identified projects to an extra 3 GW capacity for future tranches. NYPA must update its strategic plan on at least an annual basis. According to the status of NYPA, additional proposed projects must be considered in a public hearing and a 30-day public comment process. Those dates will be included with the release of the changed plan.

In October, the New York State Public Service Commission approved a request from the Power Authority to the Access to renewable energy and community help (reach) program To provide credits for electricity accounts for households with low incomes in disadvantaged communities in the entire state. From this year on, NYPA will also submit annual reports to the governor and legislative leaders about its Renewables program and the REACH program. The credits of the access program are financed from part of the income from new projects for generating renewable energy developed or contracted by NYPA and designated for REACH as soon as projects work and generate income.
In an attempt to support new partners in the transition of clean energy, NYPA has re-open its request for qualifications (RFQ) to additional private developers, including community-based developers and investors who work together with NYPA on the development of renewable energy-generating projects. The RFQ remains open until September 30. All entities that are qualified in advance by this RFQ of 2025 RFQ will be added to the 89 entities that they were Earlier in advance qualified in 2024.
