Optimizing grid integration for California’s energy future






On May 1, 2024, the California Public Utilities Commission (CPUC) hosted the third workshop of the High DER Future Grid Study, bringing together stakeholders and experts virtually to develop solutions for improving grid operations with a large volume of distributed energy resources (DERs) . . The workshop aimed to align California’s electric grid modernization initiatives with climate and equity goals.

Workshop Insights and objectives

Facilitated by Gridworks, this session of the CPUC’s Amended Scoping Memo in Rulemaking R.21-06-017 explored operational needs essential to an efficient high DER network. Topics of discussion included enabling DERs to contribute network services, minimizing market power, reducing costs to ratepayers and increasing network resilience.

Assessment of gaps and recommendations

Participants assessed the gaps in current network capabilities versus expected future needs as they fully implement network modernization. This draft assessment was based on previous workshops and feedback from Investor-Owned Utilities (IOUs) on grid modernization progress reports. Areas of focus discussed were:

+ Flexible generation interconnection: proposals for flexible interconnections through expected upgrades.

+ Support for Dynamic Rates: Proposals for improving IOU systems to support dynamic rate structures, currently a focus of CPUC policy development.

+ DER Visibility: Improve the visibility of DERs to Distribution System Operators (DSOs) and the California Independent System Operator (CAISO).

Data sharing and development of network services

The importance of data sharing in a high DER future took center stage, with discussions on developing distribution-level network services based on flexible load excitation to meet increasing electricity demand, especially from the transport sector.

Next steps

The insights from this workshop will contribute to the final Future Grid Study report, expected in summer 2024. These developments will influence policy and operational strategies to strengthen California’s grid infrastructure for a resilient, equitable and sustainable energy future.
