Pennsylvania’s largest electric and natural gas utility is inviting solar developers to submit proposals for new projects in the state to deliver renewable energy to customers. PECO reopens its doors competitive request for proposals (RFP) to purchase long-term renewable energy, capacity and associated solar PV alternative energy credits (SPAECs).
PECO, headquartered in Philadelphia, provides power to approximately 1.7 million electric customers and more than 545,000 natural gas customers in southeastern Pennsylvania. The utility is a subsidiary of Exelon Corp., one of the largest regulated utilities in the United States with more than 10 million customers.
The RFP, approved by the Pennsylvania Public Utility Commission (PUC), is intended to support the continued expansion of solar energy generation in the state. Advancing solar energy deployment in Pennsylvania remains central to PECO’s commitment to building a cleaner and brighter future for the communities it serves.
Through this RFP, PECO will enter into fixed-price power purchase agreements (PPAs) for solar PV projects by June 2026 that will supply energy, capacity and SPAECs over a ten-year period. To qualify, projects must have an expected in-service date on or before May 31, 2029. With an extended timeline following an initial procurement in summer 2025, PECO is now inviting solar developers to participate in this opportunity in spring 2026.
PECO is seeking proposals for a share of projects larger than 25 MW, with a minimum project size of 5 MW. All projects must be connected to the PJM interconnection network and be able to sell energy and capacity in the PJM markets. In addition, projects must qualify as Tier I alternative solar energy systems under Pennsylvania’s Alternative Energy Portfolio Standards (AEPS) Act.
PECO and NERA Economic Consulting, an independent evaluator, will host a bidder information webcast on November 19 at 1:00 PM ET to help potential participants understand the procurement process. The webcast provides an overview of the RFP structure, project eligibility requirements, PPA schedule, and proposal submission process. Solar energy plays a crucial role in PECOs Path to clean plan, which includes a goal for PECO and the collective Exelon Utilities to reduce business-related emissions by 50% by 2030 and achieve net-zero emissions by 2050.
