The California Senate Energy, Utilities and Communications Committee is expected to vote on the controversial meeting Bill 942 on Tuesday 15 July. According to a newly released Commission -analysisAB 942 is expected to be changed to maintain net measurement agreements for solar consumers who sell their houses or property. The changes are also expected to remove the language that would refuse cap-and-trade climate credits to solar customers.

“Solar supporters in California extend our sincere thanks to the Senate Energy Committee and chairman [Josh] Becker for their leadership when changing AB 942 to protect the integrity of net measurement contracts. This decision is a huge victory for families in California and companies that have invested in a roof on solar energy with the state guarantee that their net measuring agreements would remain intact – even if they sell their houses, “said Brad Havner, executive director of Calssa.” By ensuring that these contracts are worshiped, the Senate Energie Committee and chairman Becker Becker Becker Becker Becker Becker Becker Becker -Verzon Consumer Energy Investments, Safeguards Safeguards, Safeguards, Safeguards, Safeguardsguards, Baneguardssuards, Baneguardssuards, Baneguardssuards, Baneguardssuards, Baneguardssguards, Baneguards, Baneguards, Safegule -Energy Investment. AB 942, introduced by Assembly -member Lisa Calderon (D), a former Utility director, would originally have terminated net measurement agreements after 10 years after 10 years or when solar users sell or transfer their home users. The 10-year language was removed before the bill took the assembly.

A broad coalition of more than 100 environment, climate, clean energy, consumers, economic justice and proponents of affordable homes signed a letter in which the legislators in California were called upon to reject AB 942. State and national environmental groups have submitted a follow-up letter to the Senate Energy, Utilities and Communications Committee that encourages members to vote against AB 942 or Amend IT to remove the effects on Solar users. AB 942 was also opposed by the California Association of Realtors, the California Building Industry Association and Los Angeles Business Council.
