The National Solsmart programThe city of Pico Rivera, California, has recognized a free initiative for technical assistance and solidness, with a prestigious gold designation. This prize recognizes the leadership of the city in improving access to affordable solar energy at the local level. Pico Rivera is the first local government in the Gateway Cities region in California to reach Solsmart indication.
“This designation really reflects the strong dedication of our city of environmental leadership, sustainability and fairness for our community,” said Steve Carmona, manager of Pico Rivera City. “We are honored to be a model for cities in California and the nation that strive to make clean energy more accessible to everyone.”
The Solsmart program, led by the Interstate Renewable Energy Council (IREC) and the International City/County Management Association (ICMA), recognizes local authorities that improve access, reduce costs and streamlining the permit for residential and commercial solar installations.

The city Power Choice ProgramOffered via Pico Rivera Innovative Municipal Energy (Prime), played an important role in achieving his gold status. Power Choice, launched in 2023, offers Pico Rivera inhabitants and companies access to solar energy and battery storage systems without prior costs and no credit control required. Participants enjoy long-term accounts and benefit from backup of emergency backup power during malfunctions via battery storage systems installed at home. This program opens access for people who would otherwise not be able to install solar energy.
“Power Choice is a game changer for our community,” said Carmona. “It helps residents to control their energy consumption, save costs and get peace of mind without the barriers that no longer go on solar energy in the past.”
Local governments in the US benefit from the free technical assistance of Solsmart. To date, 550 communities in 44 states, the District of Columbia, Puerto Rico and the US Virgin Islands have earned Solsmart designation.
