Subsidiaries of Dominion Energy Far out electricity contracts for renewable energy and storage projects in Virginia and North Carolina. In an annual request for proposals (RFP), Dominion Energy Virginia (DEV) and Dominion Energy North Carolina (Denc) are looking for proposals for Structural Purchasing Agreements (PPA) with new projects for solar energy, Onshore Wind and Energy Storage.
The PPAs will support the future energy needs of Virginia and North Carolina, as set out in the most recent of the Dominion Integrated Resource Plan. The projects associated with the PPAs will support local jobs, increase the expenditure in local communities and produce new tax revenues for local authorities.
The company is interested in proposals for five categories:
- New Photovoltaic (PV) Solar
- New PV-Zonne generation together with energy storage
- New onshore wind
- New onshore wind together with energy storage
- New stand-alone energy storage
For solar proposals, the company is looking for projects on both utility scale that are larger than 3 MW, as well as distributed projects that are 3 MW or less. The company will consider facilities in Virginia and North Carolina. For distributed projects that are 3 MW or less, the facilities must be in DEV or Denc Service Territory where the benefits for location forces are for customers of Dominion Energy. The company also encourages the submission of PPAs from solar energy, ongoing wind and energy storage projects at previously developed locations, such as former landfill or industrial use.
All participating bidders must register by submitting a “intention to offer” form and a confidentiality agreement (CA) performed at the latest on January 20, 2026. website. The completed form and signed CA must be emailed to devcleeENENEERFPPPA@dominionenergy.com. The deadline for submitting proposals is February 9, 2026.
