German network agency will soon release the BESS network reimbursement framework – SPE

The German Federal Network Agency (Bundesnetzagentur) will present a framework for future network fees in May 2026, with industry discussions highlighting how these fees could interact with flexible connection agreements and impact battery energy storage system (BESS) revenues.

One of the main questions on the first day of the Battery Business & Development Forum (BBDF) 2026 in Frankfurt was whether Germany’s exemption from electricity tariffs for battery storage will end, and if so, when.

Many visitors to the second annual BBDF event have been waiting for months for clarity on grid rates. Karsten Bourwieg from Bundesnetzagentur provided at least a partial update.

The first framework for the future design will be published at the end of May or beginning of June, according to Bundesnetzagentur. This would provide, for the first time, a concrete signal of where the regulatory framework is heading as Germany’s General Network Charging Scheme for Electricity (AgNes) continues.
