Germany launches immediate reserve market and opens the door to storage – SPE

Germany has launched a market-based mechanism for obtaining immediate reserve, allowing inverter-based assets and battery energy storage systems (BESS) to participate for the first time, creating new revenue opportunities while raising questions about long-term profitability and regulatory risk.

Germany has obtained immediate reserve through a market-based mechanism since January 22, marking a structural change in the way the system service is delivered. Instant reserve stabilizes the mains frequency in the first milliseconds up to 30 seconds after a fault, before the primary control power comes into operation.

Until January 22, this function was fulfilled by gas and coal-fired power stations, which could provide this inherently and free of charge due to their rotating mass. Now that coal-fired power stations are being phased out and gas-fired power stations are increasingly being closed, at least temporarily, other market participants will have to take on this role.

Instead of an inherent physical facility, the new model relies on market-based purchasing, allowing inverter-based assets to participate.
