The government of Liberia is looking for transaction advisers to develop the legal, commercial and financial mechanisms for the first auction of the country’s solar and battery energy. The deadline for interest of interest is February 25, 2025.

The government of Liberia Planning to hire a consortium of consultants in a new project auction to help with the development and implementation of a solar and battery energy storage system on Nutscharal (BESS).

A tender is now open to develop expressions of interest from potential transaction advisors to develop the legal, technical, commercial and financial mechanisms for the auction of Solar-Plus-Plus-Beten.

The Tender details Indicate that although the auction size has not been completed, the plan is to buy up to 70 MW of solar energy and 20 MW/60 MWH Bess at two locations. The authorities will then select one or more independent electricity producers to finance, build and operate the plants.

The project is part of the Liberia Electricity Sector Strengthening and access project. The work of the consultants will be financed by subsidy finance from the World Bank.

Expressions of interest must be submitted in written form on 25 February 2025.

The work started on the first solar factory on Liberia in October 2024. The 20 MW facility, which is being built on an existing 88 MW hydropower station, is planned for completion later this year.
