Scheis procedures for Agrivoltaics and the commercial and industrial (C&I) market, simplified permit procedures and financial assistance for solar installations belong to a series of proposals that the government of Luxembourg has assumed to accelerate the rollout of renewable energy technologies.

The measures, which followed a national consultation on energy, include an obligation to continue to issue tenders for Agrivoltaic installations.
Luxembourg’s second AGRI-PV tendency was launched in February. The call for tender, open until 1 September, is divided into three parties.
The first, with vertical bifacial panels or trackers, is split into three categories of grassland used for feed or grass production, grassland used for cattle and arable land used for crops. A second party is aimed at photovoltaic awnings on special crops and a third party covers solar panels on grassland or arable land mounted on the land.

The government will also commission an investigation into the solar potential along the road, with a list of priority projects and timelines. The final measure focuses on end-of-life solar modules, with authorities established to define technical rules and conditions for reuse or recycling.
The cumulative solar capacity of Luxembourg reached 523 MW at the end of 2024, an increase of 394 MW a year earlier, according to the International Renewable Energy Agency (Irena).
