Repsol has suspended three green hydrogen projects in Spain. It has frozen more than €200 million ($216.3 million) in investments for a 150 MW facility in Tarragona, a 100 MW site in Bilbao and a 100 MW project in Cartagena. “All our planned investments in renewable hydrogen in Spain have been frozen due to an unfavorable regulatory environment, in particular the government’s announcement to impose a windfall tax on energy companies permanent,” a Repsol spokesperson said pv magazine. “The current regulatory environment is not conducive to investing in the long-term industrial energy transition.” Repsol’s only active electrolysis project is in Sines, Portugal. Repsol said Brent oil prices have fallen by 29% since the introduction of temporary taxes and refining margins have fallen by 83%. The company criticized the Spanish government for increasing its renewable hydrogen target to 12 GW by 2030 while punishing private investors. Repsol noted that 370 MW of hydrogen projects are nearing final investment decisions in Spain, and that more than 90% of those projects are under its control.

Statkraft has revised his plans for its hydrogen project in Mo, Norway, reducing capacity from 40 MW to 20 MW and delaying commissioning from 2025 to 2027. “We plan to build 20 MW in the first phase with the possibility of expansion. The planned start of production is in 2027,“ said a spokesperson for Statkraft pv magazine. “There have been steep cost increases and slower development of demand for green hydrogen in Europe. And the regulatory framework is not yet well designed to facilitate growth in the hydrogen market.” The company wants to focus on a more streamlined portfolio, targeting 1 GW to 2 GW by 2035, which it says is still an “ambitious” growth target.

Canada Fortescue Future Industries has withdrawn its proposal for the Coyote Hydrogen project in British Columbia, Canada, from the environmental assessment process. The provincial government said The company told the Environmental Assessment Office and the Lheidli T’enneh First Nation on September 26, 2024 that the project in Prince George is now on hold. Fortescue’s Canadian subsidiary said it could resume the project if prices and availability improve.

Strabag tests Liebherr’s L 566 H, the world’s first large hydrogen wheel loader, in daily use for two years. “The L 566 H wheel loader is the world’s first large wheel loader with a hydrogen engine,“ said Liebherr. A hydrogen filling station is being built to allow the wheel loader to be refueled directly at the quarry.
