The mnre of India says that imported silicon waffles do not comply with the domestic PV criteria

The Indian Ministry of New and Renewable Energy (MNRE) has decided that solar cells made with imported diffuse silicon waffles, known as ‘blue waffles’, are not eligible for government programs that require PV cells in their own country.

The mnre of India clarified that solar cells made with imported diffuse silicon waffles, generally known as ‘blue waffles’, do not meet domestic production -requirements for government regulations that oblige the use of locally produced PV cells.

State programs such as PM Surya Ghar Muft Bijli Yojana, PM Kusum and CPSU phase II need modules to meet the domestic content requirements, which means that they have to be made in India using cells manufactured in their own country.

The Mnre stated that a crystalline-silicon solar cell will only be produced in its own country if it is produced in India using undDiffused Silicon Wafers (Black Wafers), classified under Customs Tariff Head 3818, and when all production processes in India are performed.

The mnre also said that thin-film PV modules that are produced in integrated factories in India are eligible for implementation under regulations that require PV modules in their own country.
