The Parliament of Spain has rejected a legislative package that is aimed at strengthening the schedule and scaling up the storage of battery energy after the Blackout of 28 April.

The Spanish Parliament has rejected the real decreto-lley 7/2025, a package of measures designed to strengthen the schedule of the country and to support the implementation of the battery storage after the widespread power failure on 28 April that left millions without electricity in Spain.

The proposed law also included measures to increase the national share of renewable energy sources. It was intended to expand the jet for sharing photovoltaic energy of solar energy from 2 to 5 kilometers and to create the role of self-consumer manager, which would offer rights and support to individuals or groups that are involved in self-consumption.

The reform also tried to promote hybrid or independent energy storage.

In terms of operations, the proposal that intended to increase renewable energy sources for providing voltage control, and to adjust the regulations to enable scheduling possibilities to stabilize the system.

The legislation also included provisions to restore aging facilities and increase renewable capacity without using extra land, together with measures to improve the loading network of the electric vehicle and to speed up the rollout.
